The study on the comparison of EURES to other market players providing employment and consultancy services is part of a broader research project aimed at supporting the future strategy of EURES, the European network of employment services managed by the European Labour Authority.

The study aims to provide an analysis of the European employment services market, including international private employment agencies and online recruitment platforms. With this study, EURES seeks to better understand its positioning in the employment services market, its strengths and weaknesses compared to similar service providers. Finally, it aims to gain guidance for its future development.

The project involves conducting a literature review and consulting a wide range of stakeholders, including EURES employment services, representatives of the economic and social partnership, human resources professionals, recruitment agencies, and representatives of recruitment companies.

More in detail, the key steps of the project are the following:

  • mapping and profiling of international trends in the recruitment industry.
  • Identifying and analysing peer providers to EURES that offer similar services at the European level. An important element will be the comparison between the range of services offered by EURES and those proposed by other market players.
  • Analysing the respective competitive advantages of services and activities that facilitate labour mobility, which could complement EURES's current services and meet the future needs of its target audience.

Finally, recommendations will be provided regarding additional services, measures, and tools that could be incorporated into EURES’s existing activities and services.

FGB is in charge of the design and implementation of the study.
